The Indonesian State is responsible for the shooting of three civilians in Dogiyai

 

(JAKARTA, Friday, May 13th 2011) – The Anti-Militaristic Papuan Students’ Coalition urges the Head of the National Police to immediately dismiss the Heads of Papua provincial police, Nabire regency police and Moanemani district police after the shooting of three civilians that occurred in Moanemani district, Dogiyai regency, Papua.

This was stated by Frans Tomoki from the Anti-Militaristic Papuan Students’ Coalition during a press conference at the KontraS office, Jln. Borobudur No. 14, on Friday, May 13th.

According to Frans, shooting incidents have been occurring for nearly one month but haven’t been clarified yet. He also criticized the brutal behavior of  the police officers who shot at civilians without warning.

“There must be a warning before shooting, but the police directly opened fire without thinking of the possible consequences.  This  can be categorized as a serious human rights violation.”

According to Agus Okama Kosay, human rights violation have been going on in Papua since the territory was forcefully merged into Indonesia. “From 1961 on there have been human rights violation and tensions keep rising.”

In the Reformasi era, all the more since the implementation of the Special Autonomy Law, human rights violations should have decreased. But this eventually didn’t materialize. As compared to the Ancient and New Order eras, the Special Autonomy era is even worse.

“Why do Papuan people think that the Special Autonomy is a total failure?  Because human rights violations keep occurring  and the central government never tried to solve this problem,” Agus explained.

The Anti-Militaristic Papuan Students’ Coalition also urges the international community to lobby the Indonesian government to take responsibility  for the frequent serious human rights violations in Papua, including the shooting incident in Dogiyai regency.

“The international community must lobby the Indonesian government to  thoroughly investigate several human rights violations in Papua,” Agus added.

The shooting of three civilians by police officers took place on April 13th, 2011, around 1.30 pm. It began as police officers raided a togel [illegal lottery] kiosk in Moanemani market housing complex. They seized the money belonging to the togel vendor who was just known as an agent working in fact for police members.

A group of people refused this and followed the police car to the district police station. The upset police officers shot at three civilians and wounded two others, directly in front of the district police station. Dominikus Auwe (24), Otniel Yobe (26) and Agus Pigay (24) died, while two of their friends were critically wounded.

As a consequence, local people were angered and torched the Moanemani district police station as well as several kiosks belonging to migrants from other islands, including the illegal lottery kiosk operated under the names  of First Brigadiers I Made Sudarsa and Eka. Papua provincial police sent two Brimob [Mobile Brigade] platoons to secure the area in Dogiyai and investigate the involvement of police officers but to date,  no further clarification was provided. Papuan students in Jakarta call for end to murders of Papuan people

JUBI, 22 April 2011The anti-militarism coalition of  Papuan Students, KoMPAM, has urged the Indonesian government to immediately end the use of repressive measures which continue to be used by the security forces in the Land of Papua.

The statement was issued in relation to the bloody incident that occurred a few days ago in Moanemani, district of Dogiyai.

The student coalition said that they were very angry about the actions of the police which had led to yet more people’s blood being spilt . The government mut accept responsibility for the incident in which two people, Dominikus Auwe and Aloysius Waine were killed while three others, Vince Yobee, Albertus Pigai and Matius Iyai were wounded.

The statement was issued by hundreds of Papuans studying in Java and Bali who took part in  demonstration outside the presidential palace and the national police headquarters in Jakarta.

The demonstrators also called for the immediate resignation of the police chief in Papua and the police chiefs in Nabire and Dogiyai. They also said that there should be an end to the militaristic methods  being used all the time in the Land of Papua, and said that they would draw the attention of the international community to the many human rights violations that occur in Papua.

KoMPAM consists of the Alliance of Papuan Students, APM, the National Front of Papuan Students FNMP, and the Alliance of Papuan Students  from the Central Highlands.

Manipulation: Komnas HAM report on 2003 arms dump assault

Assault on arms dump in Wamena was a manipulation, says Komnas HAM member

The deputy chairman of the National Human Rights Commission, Papua branch  Matius Murib, has told the press that the solution to the assault on the arms dump of the Wamena district military command on 4 April 2003 now depends on the state and the attorney-general’s office.

‘The Komnas HAM, as a state institution, has completed its task of conducting a pro justicia investigation and has delivered its evidence and associated data to the attorney-general. But the attorney-general has responded, saying that the evidence is not strong enough,’ he said. ‘Our job is finished and we cant do anything more on the matter,’ he told JUBI.

The pro justicia report recorded that nine people were murdered, 38 people from 25 kampungs were forcibly evicted, 42 people died from starvation and fifteen others were treated unjustly.

With the Konmas HAM having done its work, it now depends on the goodwill of the state and the attorney-general’s office  to solve the case. In his opinion, this would mean bringing the case before the judiciary, and in this case, this would mean submitting it to the human rights court because, he said, ‘ this was a case of gross violation of human rights which must be heard before the human rights court.’

He went on to explain that this was not a case involving any bloodshed. It should be regarded as something that was deliberately manipulated. ‘I was at the location at the time,’ he said. ‘Just imagine, the arms dump is in the centre of town, yet even so an assault took place. This can only have been a deliberate manipulation,’ he said.

He also referred to the Wamena Tragedy of 6 October 2000 which resulted in many casualties and much spilling of blood. ‘Many ordinary (people) were tortured. This was also a case of serious human rights violations,’ he said.

Police urged to say who shot Miron Wetipo

A lawyer in Jayapura, Gustaf Kawer, has called on the police to be transparent and explain what happened to Miron Wetipo, who was being held in the Abepura Prison. He was shot dead by the police/TNI and Densus 88 during a sweeping operation and searches being undertaken by BTN Puskopad (an army unit).

‘The police must be transparent and explain publicly what happened to Miron Wetipo. All the more so since Miron was not the person who was behind the shooting in Nafri. The police should tell his family and the general public what happened,’ said Gustaf Kawer. He also said that it was important for the name of the peron responsible for the shooting to be made public so as not to cast suspicion on the whole of the police force.

‘They must have the courage to say who it was in the security forces who shot Wetipo. They cannot ignore this case because it involves a violation of human rights that must be resolved,’ he said.

Miron Wetipo was shot dead by forces of the police/TNI and Densus 88 while they were on sweeping operations and were searching the home in the location of BTN, Puskopad, in the district of Abepura, Jayapura, Papua. He was also thought to be a leader of the OPM and was involved in the shooting that occurred inNafri Kampung on Sunday, 27 November 2010.

All our volunteers around the fPcN global network was horrified on seeing the new received video showing very clear brutal torture in West Papua. The Indonesian Police BRIMOB and Kostrad are completely out of control. Constant abuse of West Papuan people, impunity, and three shootings in recent weeks. In Puncak Jaya the ongoing sweeping operations by Brimob who are conducting random and punitive village burnings, rapes killings and torture on a daily basis. The question is if these crimes against humanity are being controlled by Jakarta, or can Jakarta not control its security forces. This video show clear evidence of deliberate violations of human rights, conducted with the full knowledge of the POLRI command. If POLRI command are in knowledge, then the responsibility goes to the highest level of the Police.
An historic U.S. Congressional hearing on September 22th regarding West Papua revealed ongoing human rights abuse by the Indonesian military and continued impunity for those abuses and broad Papuan rejection of Jakarta’s failed policy of “special autonomy.” The hearing also cast light on a U.S. policy that appeared not to have evolved to address the deteriorating conditions in West Papua or an unreformed Indonesian military intent on resisting accountability and civilian control. Subcommittee Chairman’s Faleomavaega’s description of “slow motion genocide” set the tone of urgency that enveloped the hearing.
fPcN decided not edit out any of the graphic scenes from the video content because it shows the truth, the out and out brutality of Papuan life under the Indonesian occupation. The accompanying clip shows two men, one young and the other between 50-60 years, in the detention of Kostrad members, suffering increasing acts of brutality and torture. Kostrad personnel then proceeded to become progressively rougher with their detainees during the course of interrogation. Putting bayonets in their mouths, kneeing them, stripping them,putting the old man’s head in a plastic bag to suffocate, then taking off, putting on etc. major force was used, kicking, punching. After about five minutes, Kostrad personnel started to put burning sticks onto the old man’s penis, for at least a few minutes.

West Papuan human rights workers have obtained a series of mobile phone videos of brutal acts of torture on two West Papuan priests.  Indonesian security forces, most likely troops from the Kostrad battalion 754 based at Nabire, filmed the torture March 17 2010 at a road bridge near Tingginambut, Puncak Jaya, in the midst of a still ongoing military operation.
This disturbing video shows hooded members of an Indonesian security team, believed to be members of Kostrad battalion 753 from Nabire, kicking, punching, poking with bayonets, terrorising, and brutalising both detainees.
Perhaps the most brutal scenes are where the old man, believed to be a priest of the indigenous Kingmi Church, the Reverend Kindeman Gire, is repeatedly held down while soldiers deliberately burn his penis with a burning stick.
Westpapuamedia.info is working together with a joint team of media and international human rights workers to verify all the facts around this video.  It had been released prematurely by external sources, so the facts are still being confirmed. Investigators are still conducting forensic analysis of the original source files to determine the full identity of the mobile phone that was used to film these abuses, and if it is connected to other videos recently received (to be published).
The two victims spoke in Bahasa Indonesia and Lani. It is believed that the main victim is Rev. Kindeman Gire who was killed in March 2010.
