Families of TNI victims in Ilaga, Puncak call on Indonesia to stop killing them in open video plea

An impassioned video statement was made yesterday of the family attitude of the victims of Atonius Murib, Arkis Alom, Les Mosip, Wenis Wenda, killed by the Indonesian military in Puncak Ilaga district.

The statement is conveyed in a video to the Government of Indonesia, and submitted to the Puncak/Ilaga Regency Government, the Regional Representative Council of the Puncak Regions, and the Indonesian National Army / Police in Puncak.

The statement in question was conveyed openly, after hundreds of Puncak Regency people and victims’ families read and conveyed a written and open attitude and circulated in the form of videos, then posted on WhatsApp group “The Spirit Of Papua” (SOP), on December 22, 2020.

In the oration, the representatives of the Puncak community were entrusted to convey a message to the Regional Representative Council, the central Government and the leaders of the Indonesian National Army / POLRI, calling for local peoples’ aspirations to be respected.


The field coordinator said that for the sake of officials or certain interests to not obstruct these recommendations, and again asked the people present with the question “agree”, they spontaneously stated “that we agreed”. Then the demands were read out in front of the Puncak regional government. The field coordinator asked the journalists who were also present to take pictures and record them.

“In the name of the shooting victims, Atonius Murib, Arkis Alom, Les Mosip, Wenis Wenda, in the wilderness of Libaga on Friday, November 20, 2020, we hereby, as a large family of victims, declare our distress towards the shooting of victims committed by the State apparatus towards civil society.”

  1. We, the victims’ families, ask the president of Rebuplik Indonesia, Ir. Joko Widodo, Menkopolhukam (Coordinating Minister for Political, Legal and Security Affairs) General Prabobo Subianto, to immediately withdraw all non-organic Indonesian National Army / POLRI members who have occupied all corners of Papua
  2. We, the victim’s family, along with all levels of society, ask the Regent and Deputy Regent of the Puncak Regency Regional Representative Council to limit the acceptance of members of the Indonesian National Army and Polri who are not on permanent duty in the Puncak Regency area.
  3. We, the victim’s family, order the Indonesian Commission for Human Rights Republic, to immediately and thoroughly investigate the perpetrators of the shooting of 5 victims, 4 of whom died and 1 was seriously injured.
  4. We, the victim’s family, asked not to suffer a new barracks for the Indonesian National Army and additional Polri in the Gome area, Kodim 1714, Puncak Regency, which are currently being built.
  5. We, the victims’ families, order the Indonesian government of Republic, to immediately open access for foreign journalists to enter the Land of Papua to directly cover all violations of human rights in the Papuan homeland.
  6. We, the victim’s family, along with all levels of society in the Puncak Regency, reject Special Autonomy Volume II from Puncak Regency, West Papua Province 100% (completely).

Because the (so-called) autonomy of high-ranking officials must be satisfied, many people become victims and are considered animals or trash…. with that we people agree that Special Autonomy must be rejected, 100%.

This report is part of the investigations carried out by the “Justice, Peace and Integrity of Creation Desk” of the Evangelical Christian Church in Papua (Gereja Kristen Injili di Tanah Papua (GKI), into the shootings in the Yapen Island village of Wanampompi on December 1, 2015, and also sever beatings on indigenous Papuan people of the Oyehe tribe near Nabire.  The Nabire report will be published shortly.

A. Shootings in the Village of Wanampompi – Yapen, December 1, 2015

On December 1, 2015, between 03: 00 AM and  07: 30, Erick Manitori with his friends held prayers and raised the banned independence Morning Star flag in front of his own house in Wanampompi Village, Serui, Yapen.   After the flag-raising ceremony Erik Manitori and his friends then rested at his house.

 

Around 8 am, a joint taskforce of Army and Police came to Erik and friend at his house, and executed by gunfire four people without warning.  Erik Manitori, Yonas Manitori, Darius Andiribi, and Julian Robaha all died instantly and 8 others suffered gunshot wounds.

Chronology

The  joint military-police taskforce came to Erik’s house, using two Estrada cars, one Avanza car, and one Dalmas Riot Police truck. The Joint force had stopped near the street and shouted to Eric to meet with them.  Erik and some of his friends came up to meet the joint force, but within 15-20 distance from the main street,  about 50 meters from the flagpole, Erik and his friends were shot without warning by the combined forces.

Two people were shot dead on the spot, namely, Yonas Manitori ( The Younger brother of Erik Manitori) and Darius Andiribi.  Erik Manitori and Yulianus Robaha were shot in the legs and then dragged into the police truck, whereupon they were taken to the Serui Regional General Hospital ER ( Emeregency Room). On the way to the hospital, the two men were tortured to death. Erik Manitori’s belly was cut open, and with a bayonet he was disembowelled, and his hands and feet were also broken. The two men were unable to be saved at Serui Hospital’s emergency room, and died soon after arrival.

This incident occurred with all victims being unarmed.

Eight other villagers were seriously injured by gunshot, beating and torture, but the Wanampompi villagers managed to helped the victims back to the village and were evacuated to the Randawaya Serui general hospital by civilian ambulance and truck.
The victim’s condition improved after they were evacuated off the Island to General Hospital Biak. One of the victims, Toni Runaweri, still has a bullet lodged in his skull, and is awaiting transfer for a specialist operation by surgeons in Makassar.

Preliminary report into Waghete deaths and sweepings

On Monday 23 September 2013 in the town of Waghete which is the main town of the region (kabupaten) Deiyai (district Tigi) at 11.30 am local time, an action of violence by the Indonesian armed forces causing death and bloodshed of unarmed civilians occurred. The incident arose as a result of arbitrary sweeping carried out by joint forces of Paniai based BRIMOB (‘Mobile Brigade’ being an Indonesian National Police special operations force unit), Paniai regional Police together with Indonesian military Unit Timsus 753 (TNI) based at the Paniai Koramil (Regional military headquarters). The sweeping was carried out under the command of the Head of the Paniai Regional Police High Police Commissioner Sammy Rony.

The target of the sweeping which included confiscation of items was as follows:

  1. Sharp weapons including smaller knives, larger (machete type) knives, axes and bows and arrows;
  2. Hand shovels;
  3. Mobile phone cards for checking of any activist photos or other photos related to the Papuan Freedom movement such as the Morning Star Flag;
  4. Civilians with long dreadlocks or long beards, who are all suspected by the Indonesian armed forces of being members of the TPN/OPM (these persons were to be detained).

Waghete villagers mourning the police murder of priest’s son Alpius Mote

During the sweeping the Police detained 15 people based on nonsensical reasons, and at this time they are all incarcerated in the jail cells at the Paniai District Police Command headquarters. These include a female by the name of Alfrida Dogopia. They were detained under conditions of torture, intimidation and insult carried out by the TNI Timsus (Tim Khusus or Special Team unit from Kopassus special forces)unit, BRIMOB and Paniai regional police.

The local community responded to the above by protesting to the local police. The Head of the District Police commanded those under him to shoot any civilians that protested to the operation. Accordingly BRIMOB, ordinary police and the TNI joint forces responded to any behaviour of protest by civilians with extremely excessive violence by shooting civilians. The consequence was 3 civilians were shot by members of BRIMOB in the Waghete field (open grassed area in the town) at approximately 11.30 am local time.

The shooting victims were as follows:

  1. Alpius Mote, a student at the Deiyai Upper Secondary State School in Waghete, child of the local Church Minister Daud Mote. He was shot dead. The bullet entered on the right side of his chest and went through exiting his back.
  2. Alex Mote, a youth from Deiyai was shot. He is presently being treated at the Paniai Hospital.
  3. Yance Pekey, an English Teacher from the Deiyai State Upper Secondary School. News is that he was shot and beaten at the school offices and at this time is being detained at the Paniai Police District Headquarters.

The local community didn’t accept the actions of the joint armed forces and considered them to be extremely excessive. The body of the shooting victim was taken to the police offices by community members  at 19.00 hours and the police were asked to take responsibility for the death.  Until this moment the Waghete community is still struck by fear by the events that occurred.

According to the Head of the Paniai District Police High Police Commissioner Sammy Rony, the sweeping was carried out to make the area safe for civilians and intended against those who were in the practice of gambling, getting drunk and carrying sharp instruments. According to Rony property of local government was damaged as a result of the drunkenness. He said the disturbance had started five days before the shooting incident. “Since last Wednesday a group of people  have done damage to a number of houses of government officials in the town of Waghete, including that of the Deiyai Region Bupati (i.e. Head of the local regional (kabupaten) government) Dance Takimai and of the Kabupaten Secretary Basilius Badii” stated Rony.  He claimed that the damage to the officials’ houses was suspected to have been carried out by a group of supporters of a certain candidate for the bupati position that failed to be elected in the recent elections for the head of the Deiyai Kabupaten. “So in this there is an influence from alcohol and also problems regarding local elections” Rony stated to a journalist from Tempo, Jerry Amona.

According to the Head of the District Police Command the alleged culprits of the damage to the officials’ houses who were also suspected of intentionally starting the commotion at the time of the mobilisation of the joint police and Indonesian military armed forces to carry out the sweepings through the town of Waghete. “ Suddenly a group of people arrived and attacked our forces, hitting them with pieces of wood. I immediately gave the order to shoot” he stated (source: m.tempo.co/read/news/2013/09/23/058515978).

According to the spokesperson for the Papuan Provincial Police AKBP Sulityo Pudjo Hartono, the conflict between the civilians and the joint armed forces occurred at the moment the sweeping was being carried out to “make the area safe from a number of social sicknesses including gambling, drunkenness and carrying of sharp implements”. According to Hartono, the civilians didn’t accept the raids and there was even provocation with civilians throwing rocks at the armed forces, who responded by shooting into the air.  However according to Hartono, the civilians were becoming increasingly anarchist even to the point that one of the military was hit, so the joint forces fired in the direction of the civilians shooting one civilian. Hartono stated that the citizen shot critically aged 25 years was evacuated to the Paniai hospital, however he died before arriving at the hospital.

The spokesperson for the Papuan Provincial Police tried to justify the act of the police from a legal perspective, stating that the shooting of the forces was in accordance with procedure as the civilians were increasingly anarchist. He said if they hadn’t fired the actions of the civilians would have developed into something bigger (source: www.news.viva.co.id/news/read/446352-bentrok-aparat-dan-warga-di-papua–1-tewas).

However the a local activist at Waghete, Yohanes Mote, contradicted the statement of the Police that the community attacked the joint armed forces.  According to Mote, the community did not attack the police (BRIMOB and ordinary regional police) and TNI with arrows, wood or otherwise, but rather it was the police and TNI carrying out the sweeping with excessive use of agression that caused the disturbance amongst the community.

“I was there at the location at the time it happened. The community was not using arrows and did not attack in any way.  We were disappointed about the way the police were carrying out the checking operation to the point that they were even checking inside the koteka (i.e. traditional penis sheath worn by males) of men.   As there can be nothing possibly inside a koteka other than the male genitals. So why did they have to check inside the koteka? We want to ask why did the police not confiscate and ban the drinking of alcohol and gambling! It’s the alcohol and gambling that kills Papuans but they (armed forces) didn’t ban those, but rather acted to annihilate our people”  Yohanes Mote, human rights activist in Waghete.

To respond to this bloody tragedy, youth and students of Papua in Jayapura have united to form ‘In Solidarity and Concern for the Shooting of the State Upper Secondary School’ and carried out a demonstration on the office of the Papuan Parliament (DPRP) on 25 September 2013.  The student demonstration was received by the Chairperson of Parliamentary Commission (A) Ruben Magai together with a member of Parliamentary Commission (D) Nason Utty, where the students demanded the Head of the Indonesian National Police to remove from office the Head of the Papuan Provincial Police, the Head of the District Police in Paniai and the Head of the Sub-District Police Command, being those 3 persons being responsible for the Waghete incident. The students also demanded that those responsible for the shooting be forced to face transparent legal process and strongly urged the Papuan Parliament to immediately form an Investigative Team to look into the case at hand.  Together with a number of representatives from the student demonstration the DPRP this date formed an Investigative Team for the Bloody Tragedy at the Kabupaten of Deiyai.  It is planned that in the immediate future that this team will travel to Deiyai to gather accurate data from all parties involved at Deiyai (source; www.sindonews.com/read/2013/09/25/26/787221/gedung-dprd-papua-diduduki-mahasiswa).

In regard to this same incident, the community demanded that the Head of the Paniai Kabupaten Police who gave the instruction to shoot at the civilians and the member of BRIMOB who carried out the fatal shooting be required to face legal process as they have both committed serious human rights violations. It was requested that the Head of the Indonesian National Police that the Head of the Tigi Kecematan (i.e. Sub-District) Police, the Head of Paniai Kabupaten Police and the Head of Papuan Provincial Police all be stood-down from their positions as they were all assessed as not acting responsibly.

It is also hoped by the community together with the youth and students that the Deiyai Case Investigative Team that has been formed by DPRP in Jayapura would go immediately to the District of Tigi in Waghete to gather accurate data that can be trusted in relation to this incident.

“We still have hope Danrem (KomanDan Korem or Battalion level Commander) 174/ATW from Merauke and the Commander XVII from Cenderwasih will close the legal proceedings.”
When contacted by Suara Papua (suarapapua.com) on 7 January 2013, a statement was delivered by Jambormase in Tanah Merah, Digoel, Papua.
According to Jambormase, through Danrem 174/ATW Merauke, the TNI has confirmed one of the shooters was from the military.  Accordingly, the TNI has pledged to fire any corrupt officers.
“Our family will continue to wait for the trial to take place in the Supreme Military Court in Jayapura”, said Jambormase.

Meanwhile, when contacted by the media this afternoon, Lieutenant Inf Jansen Simanjuntak from Cenderwasih, claimed all suspects had already been handed over to the military in Mahmil (Mahkamah Militer or Courts-Martial / Military Court).
Speaking on the telephone, “The military in Mahmil are currently going through the files.  If they’re satisfied, the trial will be held in the near future”.
According to Kependam, since the beginning of the trial, the Commander vowed to proceed with the case.  Any individual members who commit such acts will be severely punished.
“We ask for the family to believe in the Commander’s promise, he is not messing around with this case, the legal proceeding will take place”, said Lieutenan Inf Jansen Simanjuntak.
As reported in the media (Ironis, Dua Oknum Anggota TNI Tembak Mati Pendeta) on 21 November 2012, two people shot dead female priest Frederika Metalmeti close to the police headquarters in Tanah Merah, Digoel.
A hospital official who had conducted an autopsy on one of the victims said gunshot wounds and bruises were found on the body.
There were three shots to the body: the head, the left chest and right arm.  Sharp tools had caused bruises and cuts on the face.
When the national Commission on Human Rights met Commander XVII Major General Zebua Christian from the Cenderawasih military on 30 November 2012, he promised to severely punch rogue member of the military, and that a dismissal process will be considered.

Andreas Harsono: Is Repression Against KNPB Legal?

SUARAPAPUA, Jakarta –  Human Rights Watch (HRW) consultant  for Indonesia, Andreas Harsono, questioned the actions of the Indonesian security forces whose shootings led to the death of 22 members of the West Papua National Committee (KNPB) during the year 2012; 55 people were arrested, and hundreds of others were injured.

‘Given that 22 KNPB members died from shootings, dozens were arrested and unknown hundreds were injured, there has been no transparent judicial process, and no internal mechanism to question police procedures in Papua, we have to raise the question of whether this repression of the KNPB is legal?’.

The statement was re-affirmed by Andreas, when interviewed by suarapapua.com on Thursday 3rd Jan 2013).   According to Harsono , the police may justify their actions by incriminating KNPB members in violence, attacks on transmigrant settlers and security forces, but they still need to make their case transparent.

“The problem for police is working with transparency – can the police show this? At the same time, the KNPB needs to carry out an internal investigation in response to police accusations of involvement in violence’, he said.

Harsono also hopes that the organisation led by Victor Yeimo will quickly announce the outcome of the investigation, along with decisions to dismiss KNPB members found to be involved in acts of violence. As previously quoted, the KNPB head Victor Yeimo has stated that 22 KNPB members were killed in 2012 by Indonesian forces, 55 arrested and many among them are currently listed on the police wanted list.
