Police chief says: ‘Shoot on sight’

Jayapura: The many cases of petty thefts and harassments directed mostly against women has led to the police deciding to take strong action. The chief of police in Jayapura, Imam Setiawan has issued an order to ‘shoot on sight’ (door ditempat) for people engaging in such activities in Jayapura. ‘I have told my men to deal with these people either with sharp weapons or other equipment.and they should not refrain from using their weapons.’

In the past three months, the police have received reports of 28 such cases; 99% of these cases were targeted  against people who were on their motorbikes . In some cases,weapons have been used. There was a stabbing which was almost fatal, and in another case, someone had grabbed the person’s bag  which led to her falling to the ground and suffering permanent damage to her face’ In another case, someone carrying a sharp weapon threatened the victim to hand over the motorbike.’

In view of these many cases, the police have set up a team  to handle these  crimes, including the many thefts of motorbikes which have become much more frequent recently.And many of the cases have occurred in the busy parts of town. Police reports show that the worst areas were North and South Jayapura. However there were no thefts of motorbikes in Abepura during the past three months. The police have warned women not to go out alone on motorbikes in the busy parts of town.

Papuan students in Jakarta call for end to murders of Papuan people

JUBI, 22 April 2011The anti-militarism coalition of  Papuan Students, KoMPAM, has urged the Indonesian government to immediately end the use of repressive measures which continue to be used by the security forces in the Land of Papua.

The statement was issued in relation to the bloody incident that occurred a few days ago in Moanemani, district of Dogiyai.

The student coalition said that they were very angry about the actions of the police which had led to yet more people’s blood being spilt . The government mut accept responsibility for the incident in which two people, Dominikus Auwe and Aloysius Waine were killed while three others, Vince Yobee, Albertus Pigai and Matius Iyai were wounded.

The statement was issued by hundreds of Papuans studying in Java and Bali who took part in  demonstration outside the presidential palace and the national police headquarters in Jakarta.

The demonstrators also called for the immediate resignation of the police chief in Papua and the police chiefs in Nabire and Dogiyai. They also said that there should be an end to the militaristic methods  being used all the time in the Land of Papua, and said that they would draw the attention of the international community to the many human rights violations that occur in Papua.

KoMPAM consists of the Alliance of Papuan Students, APM, the National Front of Papuan Students FNMP, and the Alliance of Papuan Students  from the Central Highlands.

Police urged to say who shot Miron Wetipo

JUBI: 17 February 2011

A lawyer in Jayapura, Gustaf Kawer, has called on the police to be transparent and explain what happened to Miron Wetipo, who was being held in the Abepura Prison. He was shot dead by the police/TNI and Densus 88 during a sweeping operation and searches being undertaken by BTN Puskopad (an army unit).

‘The police must be transparent and explain publicly what happened to Miron Wetipo. All the more so since Miron was not the person who was behind the shooting in Nafri. The police should tell his family and the general public what happened,’ said Gustaf Kawer. He also said that it was important for the name of the peron responsible for the shooting to be made public so as not to cast suspicion on the whole of the police force.

‘They must have the courage to say who it was in the security forces who shot Wetipo. They cannot ignore this case because it involves a violation of human rights that must be resolved,’ he said.

Miron Wetipo was shot dead by forces of the police/TNI and Densus 88 while they were on sweeping operations and were searching the home in the location of BTN, Puskopad, in the district of Abepura, Jayapura, Papua. He was also thought to be a leader of the OPM and was involved in the shooting that occurred inNafri Kampung on Sunday, 27 November 2010.
