Families of TNI victims in Ilaga, Puncak call on Indonesia to stop killing them in open video plea

VIDEO STATEMENT OF ATTITUDE OF COMMUNITY AND FAMILY OF VICTIMS IN ILAGA, PUNCAK DISTRICT

An impassioned video statement was made yesterday of the family attitude of the victims of Atonius Murib, Arkis Alom, Les Mosip, Wenis Wenda, killed by the Indonesian military in Puncak Ilaga district.

The statement is conveyed in a video to the Government of Indonesia, and submitted to the Puncak/Ilaga Regency Government, the Regional Representative Council of the Puncak Regions, and the Indonesian National Army / Police in Puncak.

The statement in question was conveyed openly, after hundreds of Puncak Regency people and victims’ families read and conveyed a written and open attitude and circulated in the form of videos, then posted on WhatsApp group “The Spirit Of Papua” (SOP), on December 22, 2020.

In the oration, the representatives of the Puncak community were entrusted to convey a message to the Regional Representative Council, the central Government and the leaders of the Indonesian National Army / POLRI, calling for local peoples’ aspirations to be respected.


The field coordinator said that for the sake of officials or certain interests to not obstruct these recommendations, and again asked the people present with the question “agree”, they spontaneously stated “that we agreed”. Then the demands were read out in front of the Puncak regional government. The field coordinator asked the journalists who were also present to take pictures and record them.

“In the name of the shooting victims, Atonius Murib, Arkis Alom, Les Mosip, Wenis Wenda, in the wilderness of Libaga on Friday, November 20, 2020, we hereby, as a large family of victims, declare our distress towards the shooting of victims committed by the State apparatus towards civil society.”

  1. We, the victims’ families, ask the president of Rebuplik Indonesia, Ir. Joko Widodo, Menkopolhukam (Coordinating Minister for Political, Legal and Security Affairs) General Prabobo Subianto, to immediately withdraw all non-organic Indonesian National Army / POLRI members who have occupied all corners of Papua
  2. We, the victim’s family, along with all levels of society, ask the Regent and Deputy Regent of the Puncak Regency Regional Representative Council to limit the acceptance of members of the Indonesian National Army and Polri who are not on permanent duty in the Puncak Regency area.
  3. We, the victim’s family, order the Indonesian Commission for Human Rights Republic, to immediately and thoroughly investigate the perpetrators of the shooting of 5 victims, 4 of whom died and 1 was seriously injured.
  4. We, the victim’s family, asked not to suffer a new barracks for the Indonesian National Army and additional Polri in the Gome area, Kodim 1714, Puncak Regency, which are currently being built.
  5. We, the victims’ families, order the Indonesian government of Republic, to immediately open access for foreign journalists to enter the Land of Papua to directly cover all violations of human rights in the Papuan homeland.
  6. We, the victim’s family, along with all levels of society in the Puncak Regency, reject Special Autonomy Volume II from Puncak Regency, West Papua Province 100% (completely).

Because the (so-called) autonomy of high-ranking officials must be satisfied, many people become victims and are considered animals or trash…. with that we people agree that Special Autonomy must be rejected, 100%.

HUMAN RIGHTS VIOLATION CASES ARE BECOMING DEEPLY ENTRANCED IN NDUGA AND THROUGHOUT PAPUAN SOCIETIES

Civilians are always the victims of the barrel of the gun, the fate of the Internally Displaced People (IDPs) who continue to die in the IDP camps are often ignored, and are considered of no value. They were often seen as sub-humans abandoned to suffer and die with no government assistance in the jungles and IDP camps.  After the massacre of PT Istaka Karya employees, on December 2nd, 2018, on Mount Kabo, it is now more than 2 years, the war between TPNPB led by Egianus Kogoya and Indonesian Military and Police (TNI / POLRI) continue to this day which continues to claim lives from both sides TNI / POLRI and OPM / TPNPB. The victims referred to are not only defending parties, but unarmed civilians have also fallen casualty as victims of torture, victims of arrest, victims of sweeping, and burning of people’s houses, and these civilian victims who were tortured by the TNI apparatus or died of illnesses.

Victims continue to fall, because neither party has expressed their willingness to either carry out peace negotiations, or listen to the plea for peace talks by the general public, both; TNI / POLRI and OPM / TPNPB still maintain their respective ideologies to this day, armed conflict still continues to this day. Both parties do not realize that civilians are experiencing casualties and material losses. In our view this war will not stop, but will have the impact of taking a lot of casualties down with it. Due to the uncompromising positions of the two groups TNI / POLRI and OPM / TPNPB there has been no agreement on peace negotiations or a ceasefire.

We already knew that the war between TNI / POLRI and TPNPB has been initiated by various groups / institutions, and the Regional Government of Papua Province (through the Governor) has conveyed an official position at the Papua Provincial Assembly (DPRP) session, to immediately withdraw Non-Organic troops from Nduga Regency. However, there has been no serious response from the Central Government (in Jakarta), instead they (Regional Government) were considered to be defending OPM, and accused of being Separatists by the Central government in Jakarta. The Church, NGOs and the international community have also appealed to the central government to immediately withdraw non-organic troops, and stop military operations, but there was no response from the Government of Republic of Indonesia. Meanwhile, the Nduga report has been submitted to State Officials in Jakarta, and responsible state institutions including the National Commission of Representatives from Papua (DPD) and the National Commission for Human Rights.

Up to this day we do not yet know the realization of the development of the case in question, from the party that is the policy maker.

CIVILIANS HAVE BEEN THE VICTIMS OF THE ARMED CONFLICT EVER SINCE. Since 2018 the civilian population has fallen victims, who were shot during the operation from 4-15 December 2018, some died in the forest on the way because of hunger, some died of heavy bombardment from air, water sources and food gardens were destroyed due to heavy bombardment from air, some died in the forest in refugee camps, some mothers died while giving birth in the forest because there was no medical assistance, some were burned in their homes alive, some were shot and buried after being caught. Some people died at the refugee camp because they were sick and hungry. The Papua Justice and Human Integrity Foundation, a foundation based in Jayawijaya Regency, has record a number of victims of around 243 Nduga Indigenous people and 20 Non-Papuans. Non-Papuans were (PT Istaka Karya employees) approximately 17 people. 16 people were evacuated to Timika and 1 of them was evacuated to Wamena, 4 of whom are suspected of missing. The number of victims of violence in Nduga Regency continues to increase, but we have not yet collected data on the number of physical victims and also the number of victims who died in displacement, since 2019-2020, but the number of victims who died in refugee camps is still increasing. Refugees are still living in several districts including (the Regencies of) Jayawijaya, Lani Jaya, Timika, Jayapura, Yahukimo, Nduga, and the capital city of Kenyam, while others are still scattered in the jungles.

LAST CASE

On September 28, 2020 there was an arrest incident accompanied by torture and murder of Tapania Wasiangge and Anle Gwijangge, both of them were village officers of Kiyabikma Village, Mbulmu Yalma District in Nduga Regency. The two victims in question were arrested, tortured, killed and then subject to enforced disappearances by TNI members from Pos Mbua and Dal. The incident in question occurred while they were in one of the honai traditional houses, in Grukwarak village, Kiyakbima village, Mbulmu Yalma district. The reasons for the arrest, torture and murder of forced disappearance against Tepania Wasiangge and Anle Gwijangge, were (they were) suspected and accused (by TNI) of being members of the OPM / TPNPB ( Armed Separatist Group). Prior to the incident on September 28, 2020, on September 26, 2020, members of the TNI under the leadership of Lt. Inf Anggis and Lt. Inf Andreas Siregar Serda Heru Handoko built guard posts using tarpaulin tents at several points in the Mbulmu Yalma district. Then on September 28, 2020, the two residents, Tepania Wasiangge and Anle Gwijangge were arrested in Grukwarak village while they were in their house.

After the Nduga Regency Government received information on the arrest, torture and attempts of enforced disappearances against the two village officials, on October 5, 2020, the Nduga Regency Government together with the Regional Representative Council of the District of Nduga Regency formed a joint team, the team in question consisting of the Regional Government, DPRD Nduga Regency , Religious leaders, NGOs (defenders of human rights) and youth leaders. On October 9, 2020, the investigation team travelled to the Place of incident to investigate cases of forced arrests and disappearances by TNI officers.

Around 19:15 pm West Papua time, the investigation team arrived in Mbua District and reported the 756 Wim Anesili Army Battalion post in Mbua, on the 10th October 2020, at around 7:59 am, the team had a short meeting with Danrem 172 Papua. After the meeting, Investigation team continued the journey to Mbulmu yalma District, at around 09:30 am the team arrived at the district in question. The Investigation Team had met several eye witnesses and had bagged some of the evidence (BB) used by members of the Indonesian National Army, and including the remains of the victim’s bones, the bones in question (that) were found in honai that had been burned by members of the Indonesian National Army. Some of the evidences found at the scene of the case include:

1.      the remains of small bones in the honai that has been burned.

2.      Some burnt zinc (roofing iron)

3.      Charcoal from the walls of the house

4.      a small rattan rope

5.      Place for the Army Apparatus Camp and cans and plastic used for food from the military apparatus

6.      1 pair of gloves

7.      Syringe 1.50 cm in size

8.      1 piece of plastic spoil

9.      Kasa Sterile 6 Plastic Mx16 cm, filled in black plastic

During the investigation process, the investigation team strongly suspected that the perpetrators of the enforced disappearance against Tepania Wasiangge and Anle Gwijangge were members of the TNI. According to witness testimony submitted to the Investigation team on October 10th, 2020, the two victims were arrested in Grukwarak village, still alive, and were directed straight up into the forest to the Bigam mountain, Bulmu yalma district. The two victims did not carry weapons (Pistol) for that matter. TNI members also never showed an arrest warrant for the two victims who were suspected as suspects. In the process of arrest, there was actually no form of resistance by the two victims against the Indonesian National Army (TNI).

COMMUNITY CONDITIONS IN MBUA, DAL, AND MBULMU YALMA DISTRICTS

The people from the three districts, Mbua District, Dal District, and Mbulmu Yalma District have lost their courage and freedom to do all their daily activities such as gardening, looking for firewood, and so on, they are full of fear of members of the Indonesian National Army. Community activities in the three districts of Mbua, Dal and Mbulmu Yalma have not been like before; they do not feel free to carry out their daily activities, because the area is controlled by the TNI / Polri apparatus. People who want to do activities always experience fear and trauma. They have also felt that they have lost their right to freedom of work in their own villages. People who felt that they had lost their right to freedom expressed openly that, we were limited by soldiers from the army not to work in the garden, not turning on the lights, and not going out of the house in the afternoon and at night.

The TNI members took the lighting equipment belonging to civilians in the houses during the search. So that lighting cannot be used, people in the three districts until now, only use fire as a means of lighting. The community also told us that if they start a fire in their house they always covered the fire with pieces of iron roofing, because if the TNI members see the fires they could shoot at them, so they always cover the fire with iron roofing or something. We hope that the Government and members of the TNI / POLRI who are assigned to these areas will give freedom to local people in the three districts of Mbua, Dal and Mbulmu yalma, so that people can also carry out activities freely in their own villages.

Recommendation

1. We ask the President Ir. Joko Widodo, as the Commander-in-Chief, as immediately responsible for the efforts of enforced disappearances done by the TNI apparatus against Tepania Wasiangge and Anle Gwijangge, who are village officials in Mbulmu Yalma District, Nduga Regency.

2 We ask the President of Republic Indonesia, Ir. Joko Widodo to immediately withdraw non-organic troops from Papua, especially in Nduga Regency

3. We ask the President of Republic of Indonesia, Ir. Joko Widodo immediately try the perpetrators of the attempted enforced disappearance namely Lt. Inf. Anggis, Letda Inf Andreas Siregar, Serka Heru Handoko, in accordance with the applicable law.

4. The families of victims ask the President to allow the UN Special Rapporteur, United Nations, to monitor the situation of human rights in Nduga and Papua.

5. The family asks the President of the Republic of Indonesia to immediately allow international journalists to cover the human rights situation in Nduga and Papua.

6. If some of the points above are not fulfilled, then we, the people of Nduga ask for protection of humanitarian asylum {by UN peacekeepers- WPM Eds}.

7. We urge the Human Rights Commission to monitor and investigate cases of suspected human rights violations in Nduga Regency.

VIOLENCE BREEDS NEW PROBLEMS;
DIALOGUE AND RECONCILIATION IN A DIGNIFIED WAY WIll RESOLVE CONFLICTS IN THE LAND OF PAPUA


1. INTRODUCTION
Papuans, Blessed Lands and Peoples. On February 5, 1855, Missionaries Carl Willem Ottow and Johan Gottlob Geissler set foot on the island of Mansinam – Manokwari. The sprinkling of New Change and Civilization resonated on the coast, on the slopes of mountains, in valleys, and in the jungles of all corners of the land Papua “Tanah Papua”.

In the next period of time, Protestant and Catholic Missionaries were present to greet Papuans. They preached the gospel of the kingdom of God. Papuans RECEIVE THE GOSPEL AND ARE BAPTIZED INTO CHILDREN OF GOD AS WELL AS CITIZENS OF THE CHURCH OF CHRIST, both Catholic and Protestant.

Jesus, the gospel, and the Church. The three are integrated into Papuan life. The habit of war among the tribes in Papua gradually changed into brotherhood closely. Similarly, the tradition of enrichment stopped. Papuans live peacefully as brothers.

The Missionaries brought Papuans to the Culture of Life. The Culture of Living Peacefully and Brothers in unity as children of God. That in the name of the Lord Jesus, the Son of God, there is eternal life. A life of peace, prosperity, happiness and longevity. BUT, WHAT ABOUT NOW? PAPUA’S SITUATION HAS CHANGED GREATLY AND IS DIFFERENT.

We certainly remember there is a wise sentence from Prof. JE Sahetapy in the ILC (Indonesia Lawyer Club, National TV Program) on April 22, 2012. Based on the Dutch proverb: “Al is de leugen nog zo snel, de waarheid achterhaalt haar wel”, he said: “EVEN IF THE LIE RUNS LIGHTNING FAST, ONE TIME THE TRUTH WILL DEFEAT IT”.


2. BACKGROUND OF THE APPEAL:

SEVERAL INDONESIAN BISHOPS MET THE COORDINATING MINISTER FOR POLHUKAM (POLITICS, LAW AND SECURITY), MAHFUD M.D., TO DISCUSS VIOLENCE IN PAPUA, ON 03 NOVEMBER 2020

Following the assassination of Journalist Rufinus Tigau, a Catholic Catechist in Intan Jaya-Papua Regency, the Leaders of the Catholic Church met with Indonesia’s top security official to urge the Government to ease the situation through dialogue.

The meeting took place at the residence of Mahfud MD, with the aim of discussing various problems that hit Indonesia’s easternmost province which continues to be turbulent. Attending the meeting were Bishop Agats, Mgr. Aloysius Murwito, OFM and Bishop of Amboina, Mgr. Petrus Canisius Mandagi MSC (who at that time was the Apostolic Administrator of the Archdiocese of Merauke), together with Cardinal Ignatius Suharyo Hardjoatmodjo, Chairman of the Conference of Trustees of the Church of Indonesia (KWI). Bishop Mandagi told UCA News at the time that the hour-long meeting was intended to discuss “VARIOUS ISSUES IN THE LAND OF PAPUA, ESPECIALLY THE PROBLEM OF VIOLENCE”

The Bishop of Indonesia IS CONCERNED ABOUT THE SITUATION. He said no specific cases were discussed in the meeting. Instead, the talks focused on the suffering inflicted by the violence, both on local civilians and on security forces.

It further says that “Papuans are good people. No one, including the Military, Police and Church Officers, should look down on them. MILITARY INTERVENTION only exacerbates tensions. Finally, OUR HOPE IS TO IMMEDIATELY STOP THE VIOLENCE IN THE LAND OF PAPUA” (lih. Jubi.co.id, 03 November 2020, Editor Dewi Wulandari).


• WHAT HAPPENED AFTER THAT MEETING?
ON FRIDAY 06 NOVEMBER 2020, TNI/POLRI CONTINUED THEIR OPERATIONS IN SUGAPA-INTAN JAYA- WEST PAPUA

The Ranks of Defense Command (Kogabwilhan) III ensured that TNI and POLRI forces CONTINUED LAW ENFORCEMENT OPERATIONS AGAINST ARMED CRIMINAL GROUPS (TPNPB-OPM) IN SUGAPA – INTAN JAYA – PAPUA. They said: We will not be stopped after the death of one TNI soldier on behalf of Pratu Firdaus Kurniawan who was shot by KKSB on Friday 6 November 2020 (Source Newspaper : Papua.com).

3. WE TRY TO RECORD A NUMBER OF HUMANITARIAN EVENTS THAT OCCURRED AGAINST CIVILIANS (INDIGENOUS PAPUANS AND NON-PAPUANS) IN THE LAND OF PAPUA FOR THE LAST TWO YEARS (2018-2020):

• SHOOTING OF PT. ISTAKA WORKERS ON DECEMBER 2, 2018. THERE WAS ALSO A MILITARY OPERATION IN NDUGA THAT RESULTED IN A MASSIVE COMMUNITY EVACUATION (Source: Voice of Papua Com. Voicing the voiceless, July 23, 2020)

• RACISM SPEECH: CALLING PAPUAN STUDENTS “MONKEYS”. On August 15, 2019 – two days before Indonesia’s independence day – students held a demonstration commemorating the New York Agreement (August 15, 1962) between the Netherlands and Indonesia. The demo action was initiated by AMP and FRI-WP in several cities. However, the cities of Surabaya and Malang in East Java Province were in the spotlight, because there has been racism-tinged hate speech against Papuan students. • SHOOTING OF RELIGIOUS LEADERS BY SECURITY OFFICERS FROM THE JOINT TNI-POLRI TEAM:

• Victim of Pastor JEREMIAH ZANAMBANI. The most tragic story happened on Saturday 19 September 2020. Evening, at 5:40 p.m. Pastor Jeremiah Zanambani was shot by Indonesian Military personnel in Hitadipa village, Intan Jaya (Source Jubi.co id. CNN Indonesia. Editor Edi Faisaol).
• Victim of young Catholic Church preacher, AGUSTINUS DUWITAU (23 years old). He was shot on October 7, 2020 by non-Organic TNI Member of YONIF RAIDER 400/BRAWIJAYA unit (source SUARA PAPUA, com. 8 October 2020, Author Arnold Belau)

• Victims of young Preachers of the Catholic Church, RUFINUS TIGAU In Jalai Village Sugapa-Intan Jaya District. He was shot by a joint TNI-POLRI force on Monday, October 26, 2020, at exactly 05:00 WIT. The Joint Team entered Jalai village and began conducting sweeps and shootings.

• Victims of State High School Students in Ilaga, Puncak Regency: ATANIUS MURIB (17 years old) and MALUK MURIB (17 years old). They were shot on November 21, 2020. After hearing the holiday announcement, the two of them were going on a vacation to their hometown in Agandugume District, but in the middle of the road, they were confronted and shot (Source: detik news, Saturday, Nov 21, 2020, by rfs).

• DISCLOSURE AND ARREST

• THE DISCLOSURE OF STUDENT/COMMUNITY DEMOCRATIC SPACE BY THE COMBINED TNI/POLRI TEAM. On Tuesday, October 27, 2020 in Jayapura city, there was an arrest until the shooting by the joint TNI/POLRI officers against students who participated in the Peaceful Demo of Otsus rejection Volume II. • THE ARREST OF MEMBERS OF THE PAPUAN PEOPLE’S ASSEMBLY (MRP) AS A MIRROR AGAINST INDIGENOUS PAPUANS. Whereas the MRP is an official State Institution as stated in Article 5 of Law No. 21/2001 on Special Autonomy for Papua Province and then further regulated through Government Regulation No. 54/2004 on MRP (Source: Law Jutice, News and Investigation Portal, Friday 20 11 2020. 4. WE ALSO NOTE SOME OF THE VERY TROUBLING STATEMENT OF OUR HEARTS, WHO ALWAYS LIVE PEACEFULLY WITH GOD’S PEOPLE IN THE LAND OF PAPUA:

• On Wednesday 21 October 2020 at 18.40, Pantau.com media reported that Coordinating Minister for Legal Politics and Security Mahfud DM recommended that the defense and security forces FILL EMPTY AREAS FOR SECURITY. It was revealed after receiving the results of the report of the Joint Fact Finding Team (TGPF) Intan Jaya Regency, at the Office of the Ministry of Police in Jakarta.

• On October 21, 2020 (which was updated on October 22, 2020), BBC News/Indonesia news stated that the Minister of Police also recommended the addition of troops in Papua after stating that the TGFT report showed that there was “suspected involvement of officers” in the murder of Pastor Jeremiah Zanambani in Hitadipa-Intan Jaya.


• On Thursday 29 October 2020 at 14.24 WIB, Bayu Adi Wicaksono in Viva Co.id media, reported that the TNI had prepared a Battalion of 122 Infantry Combat Troops Tombak Sakti to send to Papua. The preparation battalion came from the Military Regional Command (Kodam) I Bukit Barisan. Based on the information gathered, as many as 450 troops were prepared to carry out the operation of the RI-PNG Border security task force.


5. THE BASIS OF OUR CALL (PASTORS FROM ALL OVER PAPUA) TO SPEAK OUT TODAY, WORLD HUMAN RIGHTS DAY, DECEMBER 10th, FOR THE SAFETY OF THE PEOPLE OF GOD WE SERVE IN THE LAND OF PAPUA

• We the Priests, served in cities and in villages throughout the Land of Papua, from Sorong to Samarai. We are very close and always with God’s People, so their SORROWS are also LIKE our GRIEF. Their HOPE & ANXIETY at the same time also become our HOPE & ANXIETY (bdk. GS no. 1).
• That proximity factor, makes us always look at the facts and hear for ourselves what happened to God’s People in the field. We heard what they were talking about honestly, and all this time we recorded all the real conditions well.
• After conferring together, we, the Pastors agreed to make a joint appeal today, December 10, 2020 to coincide with World Human Rights Day. We feel called to BE A MOUTHPIECE TO VOICE THE CONSCIENCE OF THE PEOPLE ENTRUSTED BY GOD IN OUR GRAZING MISSIONS THROUGHOUT THE LAND OF PAPUA.

6. WE VOICE THE MOANS OF CONSCIENCE OF PREGNANT AND NURSING MOTHERS, SMALL CHILDREN, THE ELDERLY AND YOUNG, THE SICK, THE BLIND, THE DEAF AND THE PARALYZED, ALL THE HELPLESS. ALL OF THEM NOW LIVE IN ANXIETY AND FEAR THROUGHOUT PAPUA, ESPECIALLY IN RURAL VILLAGES

• Our first appeal is directed at the two warring sides, namely the TNI/POLRI stronghold and the TPN OPM stronghold. We ask that both parties, who are dignified Human Beings, immediately cease armed violence and open the door to dialogue in dignified dialogue that can be mediated by the State or Neutral and independent Groups. Because violence is never going to solve problems in the Land of Papua; it will instead add a million new misery and problems. Violence will give birth to new grudges and violence that kills lives. Be aware that “the salvation of human life is not at the end of the barrel of a weapon” brothers and sisters.

• Our second appeal, addressed to MR. PRESIDENT REBUBLIK INDONESIA as Commander-in-Chief, to immediately hold a meeting with the CHIEF OF POLICE & COMMANDER OF THE TNI to evaluate the impact of the addition of troops to the Land of Papua. And immediately withdraw all non-organic forces combined TNI / POLRI from all land of Papua.

• Our third appeal is directed at the MRP and DPR PAPUA – WEST PAPUA to immediately establish regulations that are more favorable to Indigenous Papuans (OAP). In our view, the formulation of contextual regulations and the value of impartiality, is a very dignified step in respecting and saving the OAP (Papuan Indigenous) that is heading towards the brink of extinction.

• Our FOURTH appeal, addressed to the FATHER OF PAPUA GOVERNOR, Lukas Enembe. We support the statement of the Administrator of the Diocese of Timika, Pastor Marthen E. Kuayo Pr, dated October 11, 2020 requesting that the Governor revoke the Recommendation of WIUPK Blok Wabu in Intan Jaya, if it is true that the Governor of Papua recommended it. Because Blok Wabu is the cause of conflict, evacuation of local communities and fatalities.

• Our FIFTH appeal, addressed to the CHAIRMAN OF THE CONFERENCE OF TRUSTEES OF THE CHURCH OF INDONESIA (KWI), Mr. Ignatius Cardinal Suharyo and all KWI members. We, pastors of Papua would like to ask: Why do the Leaders of the Indonesian Catholic Church not discuss holistically, seriously and thoroughly about the longest conflict in the Land of Papua in the annual meeting of KWI? What’s wrong with this Land of Papua? Once again we hope, long, and ask, that Mr. Cardinal and Bishops throughout Indonesia do not stay silent or seem unwilling to know the condition of the wounded humanity of God’s people in the Land of Papua, especially the Melanesian Race that is heading towards the brink of extinction. We were astonished and at the same time excluded, because we heard that KWI was so quick to express its attitude and expression of sorrow to the violent events that occurred in Lewonu – Lembantongoa – Palolo – Sigi Regency – Central Sulawesi, while the grief and anxiety and death of Papuans felt out of the attention, protection, and defense of KWI.

• Our SIXTH appeal, addressed to the EPISCOPAL CONFERENCE OF PAPUA (consisting of four Bishops and one Administrator Diocesan) also to the LEADERS OF THE ORDER / TARIKAT who work throughout the Land of Papua. We Papuan Priest long for a firm and impartial attitude towards Papuans and all others in this land who have been killed and who are being hurt. We yearn for a shepherd who is at the forefront of acting to save God’s People, as Archbishop Herman M. Munninghoff, OFM and the late Bishop John Philip Saklil, Pr. They have raised the reality of the suffering of God’s people in this Land of Papua. But now, it feels as if their spirit of struggle is lost buried with their rigid bodies in a burrow. Where are the voices of our current Leaders to address this humanitarian tragedy on Cenderawasih Earth?

• Our SEVENTH appeal, addressed to the GOVERNMENT OF INDONESIA and INVESTORS. Be aware that the land of Papua is not a vacant and no man’s land. The landowner of Papua is a Papuan who is also his heir. This land, has been clearly divided into its owners, namely the Seven Indigenous Territories, respectively Lapago, Meepago, Ha Anim, Bomberay, Domberay, Sairery and Mamta.

• Our EIGHTH appeal, addressed to THE GROUP PRONE TO TRIGGER HORIZONTAL CONFLICT: Nusantara, KNPB, Barisan Merah Putih, Bintang Kejora, Pro NKRI and Pro Papua Merdeka throughout Papua. We are all human beings who believe in God almighty and just and civilized people. Let us solve all problems in the land of Papua in dignified ways. Remind that there are differences of ideology and opinion, but let us sit together in an atmosphere of mutual respect and respect to find the right solution for peace and tranquility in this land of Papua.

• Our NINTH appeal, addressed to LOCAL GOVERNMENT LEADERS THROUGHOUT PAPUA: GOVERNORS, MAYORS, AND REGENTS. We strongly support and pray for you in leading the government in this land of Papua. You are God’s deposition to lead all human beings, people in the land of Papua to coexist peacefully, fairly, and prosperously. Look with the eyes of faith all the realities on this land! Lead this country independently and independently based on a sincere conscience without flawed intervention and intimidation from anyone, which will only undermine stability, tranquility, peace, and justice over the territory of the government you lead. We also ask for special attention to coaching for local government officials and field officers so that there is dedication of leadership and dedication so that there is a spirit of service that is responsible, sincere, and sincere for the community for the safety and welfare of many people.

• Our TENTH call, addressed to MIGRATION POLICY MAKERS. To the Central and Local Governments, we hope while reminding what we have said above, that the land of Papua is not a vacant and no man’s land. Therefore, there must be a clear policy on migration. Whether there are restrictions or even stopped the flow of migration that has occurred in a structured or unstructured to the land of Papua. These efforts should be made in anticipation of an increasingly strained and strained relationship between migrants and the OAP. At the same time minimize social frictions that resulted in the depressing and removal of OAP on its own ancestral land.




7. FINALLY

We, pastors from Papua agree and firmly offer a DIALOGUE APPROACH. This approach is a new and dignified policy to build a stable, just and peaceful and prosperous Land of Papua. At THE SAME TIME FIRMLY REJECT AND CONDEMN ACTS OF VIOLENCE ON THIS LAND.

The dialogue we offer is a COMPREHENSIVE DIALOGUE that can resolve the longest conflict in the land of Papua. This dialogue is not intended to seek out who is wrong and who is right, but rather to find the real truths that lead all parties to justice and peace in life.

In Faith and Hope, we are very confident, that Dialogue will never kill, Dialogue will never hurt, and Dialogue will never make us stupid. It is precisely when we use the wrong ways such as acts of violence that do not have humanity, then we will leave the rotten wounds of the birth and the inner. For whatever reason, every violence in the form of murder and slaughter, as well as the dispersion of man created by God, is wrong and a very violent and cruel sin.

We Will Lose Everything: CJPC Brisbane’s shadow fact finding mission finds no improvement in human rights in West Papua

WE WILL LOSE EVERYTHING: A Report on a Human Rights Fact Finding Mission to West Papua

CJPC Brisbane’s report on its shadow human rights fact finding mission to West Papua this year finds that there is no improvement in human rights in West Papua.

It calls for action at the UN to investigate human rights abuses and for the Indonesian Government to negotiate with the United Liberation Movement for West Papua to find a pathway towards self determination.

“We will lose everything!” This was the grim prediction made by the four members of the Executive of the United Liberation Movement for West Papua (ULMWP) when they presented their three year campaign strategy to a Brisbane meeting of representatives of solidarity groups from around the South Pacific in January 2016. When ULMWP Secretary-General, Octovianus Mote, uttered these words on behalf of his colleagues, both the anguish of the people of West Papua and their grim determination to overcome their oppression was evident in his voice. Faced with becoming a small minority in their own land within a few short years and living with unrelenting intimidation and brutality at the hands of the Indonesian Government’s security apparatus together with rapidly growing economic and social marginalisation, he stressed the need for urgent action to stop the violence in their land and to secure an international commitment to give their people a genuine opportunity to freely determine their future. The message was clear. The situation in West Papua is fast approaching a tipping point. In less than five years, the position of Papuans in their own land will be worse than precarious. They are already experiencing a demographic tidal wave. Ruthless Indonesian political, economic, social and cultural domination threatens to engulf the proud people who have inhabited the land they call Tanah Papua for thousands of years.

One week after the meeting in Brisbane, a two person delegation from the Catholic Justice and Peace Commission of the Archdiocese of Brisbane set foot on Papuan soil to speak to Papuans directly about their situation. The Pacific Islands Forum (PIF) Leaders Summit in Port Moresby in September 2015 had agreed to send a human rights fact-finding mission to West Papua, but the Indonesian Government has not allowed this to happen. One of the Commission’s objectives in sending the delegation was to build relationships with the Church in West Papua for future collaboration on human rights and environmental issues. However, because of the Indonesian Government’s unwillingness to accept a PIF mission, our delegation effectively became the first of a number of shadow human rights fact finding missions to West Papua from the Pacific.

Investigation Report: The Tolikara Arson and Shootings Incident

On Friday, July 17, 2015, 10 youths from the GIDI (Evangelical Christian Church in Indonesia) suffered gunshot wound, and 1 died from mortal wounds inflicted by Indonesian military and police.

After the shooting, the demonstrators became mad and burned gasoline outlets and the other outlets, with the fire spreading into the surrounding kiosk stalls, including a mosque. 62 citizens suffered material losses as the result of the fire.

Chronology
On Friday, July 17, 2015, at 08.30am, approximately 15 young members of the GIDI Church (Evangelical Church in Indonesia) gathered at the GIDI complex, located at the end of the of the airfield of Karubaga township to continue a seminar and Christian Youth outdoor worship (KKR) on its third day. They went to meet the Muslim community, which had gathered at the office of the Karubaga Military Sub-District Command (KORAMIL) to conduct the morning prayer. The young GIDI members wanted to make a visit with peaceful intent, and wanted to convey that the Idulfitri prayer should take place inside the local small mosque, without the utilization of loudspeakers (Toa), due to the short distance of 300 meters between the mosque and the worship location. The young church members’ request was in line with a previous letter from July 15, 2015, with the number 90/SP/GIDI-WT/VII/2015 by the executive board of the GIDI church in Tolikara region stating that “1) The Lebaran opening prayer on July 17, 2015 is welcomed to take place in Karubaga, Tolikara regency; 2) it would be better if the prayer would not be carried out at an open field, but inside the mosque and its surrounding yard”.

The Agreement to not using loudspeakers accompanying or initiating prayer of Muslim Community in Karubaga had already been agreed since 2010. On the 30th of July 2015 prior to the Seminar and Youth Worship occurring, the Regent had repeatedly instructed the Chief of Tolikara Regional Police via telephone, and also directly informed Muslim Cleric (Ustad) about the agreement. Despite this, the persons in charge used loudspeakers during the Idulfitri prayer at the Karubaga Military District Command, which caused the protest of the youth seminar participants and finally let to the Tolikara incident.

As all the seminar participants went to express their aspirations and protest in front of the military district command office, one youth was suddenly shot down by gunfire from the Koramil office.

Subsequently the security forces released shots, causing injuries to 11 of GIDI Youth. 1 youth died, named Endi Wanimbo (15 years old). As the result of the shootings, the mass of people released their anger over the incident and burned several small stores (kiosks) in the market area to the ground. The fire expanded and finally caused the burning of the mosque.

All of the 11 victims received medical treatment in the public hospitals RSUD Wamena and RSUD Dok 2 Jayapura.

 Post Incident Mediation and Legal Process
Together with the legal process undertaken by Police Regency ,POLDA against GIDI leadership, the GIDI take the initiative to negotiate with the Muslims, in this case the national Islamic Ulama’s Council, Nahdlatul Ulama (NU), and encourage these cases to be solved through indigenous Papuan methods. On 27-28 July 2015 meeting between the two sides, which were mediated by the Rev. Benny Giay, representing Papuan ecumenical church leaders, and Toni Wanggai of NU Papua province. The leader of GIDI in Papua then communicated with Ustad Ali of Tolikara, and on July 29 reached an agreement which put forward the peaceful settlement and legal proceedings be lifted. Despite this agreement, the peace and reconciliation effort was ignored by the state, and the legal process is still running. Until the publication of this report, state prosecutions are still underway, and are currently at the stage of witness testimony.
